Sherri Zimmerman chaired this panel. The three presenters were Mark Compton (PennDOT),
Matt Tunnell Vice Chair, Modern Transit Authority), and Charlotte Katzenmoyer (Director of
Public Works, City of Lancaster).
Mr. Compton spoke of advances that PennDOT has been making, such as fast track approvals for
projects. The agency currently faces a budget hole, and Mr. Compton addressed that.
Mr. Tunnell spoke of the role of Modern Transit Authority. His major idea is that this must
not be seen simply as light rail. Instead, MTP wants an integrated, regional, multimodal
transportation system in South Central Pennsylvania. One question from the audience wondered
if it might make sense to consolidate different transit agencies to facilitate a regional perspective
and implementation across political boundaries.

Ms. Katzenmoyer spoke of sustainable development. The case study was how Lancaster might
facilitate meeting the requirements of cleaning up Chesapeake Bay. She spoke of Lancaster’s
efforts to control storm runoff and keep it out of the waterways to Chesapeake Bay. There is
much impervious surface in Lancaster; she spoke of techniq ues to reduce runoff using porous
concrete, tree canopies, green rooks, and so on as available tools for this.
