Biographies
Harrison Bink |
Harrison Bink, RA, NCARB, LEED AP is registered in PA, NJ, and MD currently and has owned Bink Architects in the Harrisburg area for 40 years. He concentrates on multi-family housing as well as municipal, schools and churches. His professional interests include low cost housing, improved zoning, and efficient and sustainable design. His design education includes RISD, Harvard, Rome, Beijing and Mumbai, and his passion is travel.

Robin Burtner, President
|
Robin Burtner has been with the Shippensburg University SBDC center since its opening in January 2007. The Shippensburg University SBDC is one of 15 college-based centers in Pennsylvania and serves small businesses and entrepreneurs in Adams, Cumberland, Franklin and York counties. As director, Burtner is responsible for planning, developing and implementing all programs offered by the SBDC; identifying resource requirements and strategies in the delivery of such programs and services; and securing and maintaining the funding necessary to accomplish program goals and objectives in the four-county service area. Robin has a Master’s of Business Administration and a M.A. in Higher Education Administration.

Justin Eby, Vice-President
Justin Eby is Director of Housing and Community Development for the Lancaster County Redevelopment Authority. He holds a Bachelor of Arts Degree, majoring in Political Science, from Lycoming College. Mr. Eby is responsible for the planning, development and evaluation of several county-wide community development and rehabilitation programs that address affordable housing, infrastructure, and borough revitalization. He is also the Redevelopment Authority’s liaison for state funded Redevelopment Assistance Capital Program Projects. Mr. Eby developed Lancaster County’s Land Bank Authority, a public entity created in 2016, to confront real estate problems such as vacant, abandoned, blighted, underutilized and tax-delinquent properties. He volunteers his time as a grant reviewer for the Lancaster County Community Foundation, and as a member of the Lancaster EDC Finance Loan Committee.

Hillary Lyle, MPA |
Hillary Lyle currently serves as the Program Officer for SCPa Works, the local workforce development board that oversees the PA CareerLink system in: Adams, Lebanon, Franklin, Dauphin, Cumberland, Perry, Juniata, and York counties. In this role, Hillary is responsible for oversight of all youth programming in the eight county region. Hillary utilizes her years of experience in the front lines of the PA CareerLink system to develop and maintain meaningful programming, policies, and goals for the region. Hillary began her career in workforce development while pursuing her Masters of Public Administration at The Pennsylvania State University in 2016. Hillary has served on the front lines of the PA CareerLink system, serving as a job seeker specialist and community outreach professional.
Hillary currently resides in beautiful Perry County, PA with her husband, Chase and corgi, Lily. In her free time, she enjoys gardening, hiking, and experiencing all the beauty of Pennsylvania. |
Michael Mckenna |
Mike McKenna has served as the President of Tabor Community Services since October 2018. Mike has been leading an effort to merge Tabor and a fellow strong affordable housing services organization, Lancaster Housing Opportunities Partnership, into a new united organization better positioned to provide solutions to the housing challenges in our community and region. During the pandemic, Tabor/LHOP has been instrumental in responding to the dual crises of mounting evictions and strained homeless services. Mike also serves in a volunteer capacity as the President of Lancaster Equity Community Development Corporation, a coalition of organizations and community residents committed to housing and community development initiatives that improve the quality of life for all Lancastrians. He is also the Chair of Lanc Co My Home’s (the county’s homelessness coalition) Housing and Human Services Council.

Janelle Mendoff
Janelle Mendoff is the Community and Economic Development Administrator for the City of Lebanon. In this role, she is responsible for planning and administering programs for community revitalizations, infrastructure improvements, addressing affordable housing, and economic development. Mendoff also serves on several boards and committees including the Affordable Housing Council of Lebanon County, Downtown Lebanon Main Street, Lebanon Family Health Services – Think Pink, Lebanon Valley Chamber of Commerce – Woman in Business, and the Lebanon Valley Economic Development Corp. - Workforce Alliance.
She holds a Bachelor of Arts Degree from Kutztown University, majoring in Communication Studies and minoring in Public Relations, Professional Writing and Digital Communication and New Media. Mendoff was born and raised in Lebanon County where she currently resides. |
Fred Reddig, Treasurer
Alison Shott, PhD
Alison Shott is a community engagement associate in the Community Development and Regional Outreach department of the Federal Reserve Bank of Philadelphia. In her role, she leads the Reserve Bank’s outreach and stakeholder engagement in South Central Pennsylvania to promote community development in low- and moderate-income communities. Before joining the Reserve Bank, Shott was a director at an economics and public policy consulting firm, where she led projects on community revitalization, workforce development, and agricultural trends throughout Pennsylvania. Shott has a Ph.D. from the University of Western Ontario, a master’s degree from Acadia University, and a bachelor’s degree from American University, all in political science.

Kimberly Kreider Umble
Kimberly Kreider Umble is the President and CEO of Lebanon Family Health Services, a nonprofit organization administering reproductive health services, the Women, Infants and Children Program, education services and ancillary services. Kim has served as a board member for the Mental Health Association, Domestic Violence Intervention, Sexual Assault Resource and Counseling Center, Area Agency on Aging, Lebanon County Head Start, the Lebanon County Commission for Women, Mentor a Mother, the Community of Lebanon Association and the City’s Business Improvement District Steering Committee. She has received numerous awards over the years including the Chamber of Commerce Athena Award, Trailblazer Award presented by the Commission for Women, CLA Businessperson of the Year and the Salvation Army Civic Leadership Award.

Kelsey White,
MPH
Kelsey White, MPH, currently works as a legislative and policy Research Analyst for the Democratic Caucus of the Pennsylvania House of Representatives. She focuses on health and human services policies surrounding healthcare equity, human services programs available to Pennsylvanians such as the Supplemental Nutrition Assistance Program (SNAP), Medicaid, financial assistance, and women and children’s healthcare issues.
Kelsey received her undergraduate degree from Messiah University in Athletic Training, and is a board-certified and Department of State-licensed athletic trainer who served as the Head Athletic Trainer for West Perry School District for two years. As the national healthcare landscape evolved in recent years, Kelsey took a personal interest in health policy and made the decision to pursue a Master’s degree in Public Health from Benedictine University. Kelsey seeks to fulfill her role with the South Central Assembly by offering her expertise in community and population health and meeting the needs of Pennsylvanians based on the Social Determinants of Health. Kelsey currently lives in Harrisburg with her two cats, Vivian and Olive. She enjoys collecting houseplants and attempting to keep them alive |
