About Sherri...
Sherri Zimmerman supports operations and administration of the Board and is responsible for implementing policies set by the board. In addition, she is responsible for design, marketing, promotion, delivery and quality of programs, products and services; budgeting; Human Resource Management; Community and Public Relations; and fundraising (nonprofit-specific). Her role as Executive Director is a part-time responsibility in her position as Assistant Professor and Managing Director of the Administration & Leadership Studies Research & Training Center (ALS-RTC) for Indiana University of Pennsylvania. The ALS-RTC administers grant-funded programs for a variety of government and non-profit organizations.
With over 20 years in Public Service and transportation the bulk of Sherri's experience was with the Pennsylvania Department of Transportation (PennDOT) where she spent 17 years in a variety of roles. Most recently Sherri was Director of Municipal Services with PennDOT. There she directed three divisions, 40 field staff, and a variety of programs aimed at enabling and equipping local government to provide transportation services more efficiently. Responsibilities included the Liquid Fuels Certification Program which distributes more than $330 million annually in liquid fuel fund allocations, the Highway Transfer Program with over $17 million in Highway Transfer Funds, the Agility Program, and a New Product Evaluation Program, among others. In addition, the Central Office and field staff provided technical support to over 2,600 local governments and their associations on fiscal management, project design, contract management and more. She also worked closely with industry professionals and union officials to cultivate mutually-effective relationships.
Sherri serves on the Board of Directors for the American Public Works Association, the national Education Committee and the National Engineering & Technology Committee. Prior to her career at PennDOT, Sherri served four years as a Marine Officer with the 2nd Marine Aircraft Wing, Cherry Point NC where she attained the rank of Captain. She has a BA in Pre-Law from Penn State University, a Masters in Business from Boston University, and is working on her PhD in Administration & Leadership Studies at IUP. She is a mother of two children, Aaron and Alyson, and currently resides in Mechanicsburg, PA.

About Stephen...
Stephen Scanlon currently serves as the Assembly’s part time generalist/coordinator. He joined the Assembly in 2004 to provide support to its housing, predatory lending and human services initiatives.
Stephen also is employed by the Center for Independent Living of Central PA as a Regional Housing Coordinator (RHC). He is one of 10 RHCs across Pennsylvania who works under a DPW grant overseen by the Self Determination Housing Project. RHCs work to improve housing options for persons with disabilities through education and outreach by improving communications between the affordable housing community and service providers. His region covers Adams, Cumberland, Dauphin, Juniata, Mifflin, Perry and York counties.
When he is not a “houser,” Stephen is passionate about regional
cooperative efforts through research as a cultural geographer, community
and regional planning, and as coordinator of TheaterHub,
www.theaterhub.org, a
region-wide school and community centered theater initiative.
He holds a B.A. in Anthropology from McGill University, Masters of
Liberal Arts with emphasis in cultural geography from Boston University
and has done graduate coursework with the Community and Regional
Planning program at Temple University in Harrisburg. Stephen lives
in Marietta, Lancaster County.
